Traditional model: Witnesses give testimony about abuses. Governments deny it. Records are confiscated or destroyed. It becomes "he said, she said."

The TUF Model: "Service Wallet." A veteran's entire service history (skills, rank, awards) is a verified digital credential. Employers can instantly verify "Certified Medic" implies "EMT Qualified" via smart contract logic.
